Portugal's government digital authentication system. A username and password backed by a one-time code sent to your phone. Used to log in to Portal das Finanças, Segurança Social Direta, and other government portals.

Every Portuguese government portal has a login screen. The Chave Móvel Digital is how most people get through it.

CMD is Portugal's unified digital authentication system for government services. One credential (a username, a PIN, and a phone number for the second factor) gets you into Portal das Finanças, Segurança Social Direta, Social Security portal (Segurança Social Online), the public services portal (ePortugal), and dozens of other government platforms.

Why it matters for freelancers

If you're a solo entrepreneur in Portugal, you'll interact with at least two government portals regularly: Portal das Finanças (tax authority) and Segurança Social Direta (social security). Both accept CMD.

Without CMD, you're using portal-specific passwords, each portal has its own credentials, they expire, and the reset processes are slow. CMD consolidates everything.

For some operations, CMD is mandatory rather than just convenient. Registering a company through Empresa Online requires CMD authentication. Some AT portal operations (particularly around AT Series for invoice document series) are easier with CMD than without.

How to get it

For EU citizens with a Portuguese address: The most reliable route is a Loja do Cidadão or a local Finanças office. Bring your passport or national ID and have your NIF to hand.

For non-EU residents with a Portuguese residency permit: Same process, Loja do Cidadão with your residency card (Autorização de Residência) and NIF.

If you have a Portuguese Cartão de Cidadão: You may be able to activate CMD online through autenticacao.gov.pt using the CC chip and a card reader.

The activation process creates your CMD credentials and links them to your Portuguese phone number. The phone number receives one-time codes for every login.

Keeping it working

CMD is tied to your mobile number. If you change numbers, update it in the autenticacao.gov.pt portal before you lose access to the old number, not after. Losing access to your registered number means an in-person visit to reset.

The PIN you set at activation is used for every government login. Choose something you'll remember. It can be reset online if you still have access to the linked phone number.

CMD vs portal-specific passwords

Portal das Finanças also has its own login: your NIF plus a password you set directly in the portal. This still works. If you're already using it and it's working, no immediate need to switch.

CMD becomes the better option when you need access to multiple portals (tax + social security + others), when you need Empresa Online access, or when your portal password expires and you'd rather have one unified credential going forward.

Most people setting up for the first time in Portugal should get CMD early, before tax season, before they need to file anything urgently.

For foreigners with a residency permit, in-person activation at a Loja do Cidadão is the most reliable route.

What's the difference between CMD and Cartão de Cidadão authentication?

Cartão de Cidadão (CC) is the Portuguese citizen ID card, which can be used for authentication with a card reader and PIN. CMD is the mobile-based alternative, no card reader needed, just your phone. Most expats use CMD because they don't have a Portuguese CC or don't have a card reader. Both provide the same access level.

I forgot my CMD PIN. What do I do?

You can reset your CMD PIN online at autenticacao.gov.pt if you have your registered mobile number. If you've lost access to the phone number, you'll need to visit a Loja do Cidadão or Finanças office in person to reactivate. Keep your registered mobile number current, losing access to it can lock you out of all government portals.
