Portal das Finanças
Tax Authority Portal
Last updated:
The Portuguese tax authority's online portal where freelancers issue Recibos Verdes, file tax declarations, register invoice series, and manage their tax obligations.
The Portal das Finanças is the Portuguese tax authority's online portal, the single website where freelancers and businesses manage their tax life in Portugal. If you're a trabalhador independente, you'll use it regularly.
What you'll use it for
As a solo entrepreneur, the portal handles:
- Issuing Recibos Verdes: the combined invoice-receipts for domestic clients
- Opening activity: registering as self-employed, choosing your CAE code, VAT regime, and tax regime
- Filing your annual IRS return: the yearly income tax declaration
- Registering invoice series: required for certified invoicing software to generate ATCUD codes
- Checking your tax situation: seeing what the authority knows about your income, obligations, and status
- Communicating with the tax authority: receiving and responding to notifications
Getting access
You need two things: a NIF (tax identification number) and a senha de acesso (access password).
For Portuguese nationals, requesting credentials is straightforward, you can do it online. For expats and non-residents, the reality is often different. Getting your initial portal password typically requires an in-person visit to a Finanças office with your passport or ID card. Some accountants can arrange this remotely, but the in-person route is the most reliable.
The portal also supports Chave Móvel Digital (Digital Mobile Key), Portugal's digital identity system. If you've set it up, you can use it as an alternative to the NIF + password combination.
The language barrier
The portal is entirely in Portuguese. There's no English option, no language toggle, no multilingual support. For the large community of non-Portuguese-speaking freelancers in Portugal, this is a genuine obstacle.
Browser translation tools (like Google Translate's page translation) can help you navigate menus and read instructions. But be cautious with forms, auto-translation can alter dropdown values and field labels in ways that cause errors. When filling out forms, work with the original Portuguese text and keep a reference guide handy.
Not to be confused with
The Portal das Finanças handles tax matters: income tax, VAT, invoicing. For Social Security (contributions, quarterly declarations), you use a completely separate portal called Segurança Social Direta at segurancasocial.pt, with separate credentials.
Frequently asked questions
What is the Portal das Finanças?
It's the Portuguese tax authority's (AT) online portal at portal.portaldasfinancas.gov.pt. It's where you manage virtually everything related to your taxes: issuing Recibos Verdes, filing IRS declarations, registering invoice series, checking your tax status, and communicating with the tax authority.
How do I get access to the Portal das Finanças?
You need a NIF (tax identification number) and a senha de acesso (access password). Portuguese residents can request credentials online. Expats and non-residents often need to visit a Finanças office in person with identification to obtain their password. The portal also supports Chave Móvel Digital (mobile key) authentication.
Is the Portal das Finanças available in English?
No. The portal is entirely in Portuguese with no language options. This is one of the biggest pain points for non-Portuguese-speaking freelancers. Browser translation tools help with navigation, but be careful with form fields, auto-translation can change field values.
What can I do on the Portal das Finanças?
Key functions include: issuing Recibos Verdes, opening or closing activity (abertura/cessação de atividade), filing your annual IRS tax return, registering invoice series for certified software (ATCUD), checking your tax situation, downloading tax certificates, and submitting the IES if required.
Is the Portal das Finanças the same as Segurança Social Direta?
No. They're completely separate portals. The Portal das Finanças handles tax matters (income tax, VAT, invoicing). Segurança Social Direta handles Social Security (contributions, quarterly declarations). You need separate credentials for each.
