The portal is still there - and that's the point

Navigating the portal as a non-Portuguese speaker

The Portal das Finanças is entirely in Portuguese. There's no English option. If you're an expat or digital nomad who just opened their business activity (trabalhador independente), you're navigating tax obligations in a language you may not speak - for a system you've never used before. Most people end up following screenshots from blog posts that are already outdated.

Figuring out which VAT code to use

When you issue a Recibo Verde on the portal, you have to pick the right VAT rate and exemption code yourself. Is it 23%? Is it exempt under Article 9? Does the reverse charge apply because the client is in the EU? The portal doesn't help you decide - it just shows you a dropdown and expects you to know.

Understanding what “retenção na fonte” means on your invoice

When you issue a Recibo Verde to a Portuguese company, you'll see a field for “retenção na fonte” - withholding tax. But the portal doesn't explain what it is, when it applies, or what rate to use. Many freelancers either skip it (and get it wrong) or apply it when they shouldn't.
