The quarterly declaration is the English name for the declaração trimestral: the income report that freelancers in Portugal file with Social Security every three months.
If you've worked as a freelancer in other countries, you may be used to tax returns determining everything. In Portugal, there's a separate system just for Social Security contributions, and the quarterly declaration is how it stays in sync with your actual earnings.
Why it exists
Portugal's Social Security system for independent workers is contribution-based. Rather than charging a flat rate, it adjusts your monthly payment based on what you actually earned. The quarterly declaration is the mechanism that makes this possible, you report your income, and Social Security recalculates.
The filing schedule follows a fixed calendar:
- January: report income from October through December
- April: report income from January through March
- July: report income from April through June
- October: report income from July through September
Each declaration determines your contributions for the following three months. If your income went up, contributions rise. If it went down, they decrease, though there's always a minimum.
Your first year: enrolment is deferred
New freelancers get a break, though not the one it is usually called. If your abertura de atividade is your first ever, you are not enrolled in the Social Security regime until the first day of the 12th month after your start date. No contributions and no quarterly declarations until then, because you are outside the regime rather than exempt from it. Reopening activity after a previous registration enrols you from the first day of that month instead.
Where to file
You file through Segurança Social Direta at app.seg-social.pt, this is a separate portal from the Portal das Finanças where you handle tax matters. You'll need your NISS (Social Security identification number) and a separate password.
The portal is only available in Portuguese, but the declaration itself is straightforward: you enter what you were paid during the quarter and submit. Note it is not one box: services and sales of goods are declared separately, because Social Security applies a different coefficient to each (70% of gross for services, 20% for goods). Blending them into one figure overstates the goods side several times over. Social Security handles the calculation.

What income do I report on the quarterly declaration?
You report what your clients actually paid you during the previous quarter. Social Security is cash-basis, so an invoice you issued but have not been paid for belongs to the quarter the money arrives, not the quarter you billed. This is the gross income from your invoices, what clients paid you before any withholding tax or expenses. Social Security applies its own formula to calculate contributions.
Can I file the quarterly declaration in English?
No. Segurança Social Direta, the online portal where you file, is only available in Portuguese. However, the quarterly declaration form is relatively simple, you're mainly entering a single income figure. The portal is at app.seg-social.pt.
