The process of registering as a self-employed worker (trabalhador independente) with the Portuguese tax authority, officially starting your freelance activity.
Abertura de atividade (literally "opening of activity") is the step that officially registers you as a trabalhador independente (independent worker) with the Portuguese tax authority. Without it, you don't exist as a freelancer in Portugal's system.
What you're actually doing
When you open activity, you're telling the Finanças three things:
- What you do: by choosing a CAE code (Código de Atividade Económica) that matches your profession. A web developer, a translator, and a yoga teacher each have different codes. You can register multiple CAE codes if your work spans several areas.
- How you handle VAT: most new freelancers earning under the threshold choose the Article 53 exemption, meaning they don't charge or reclaim VAT.
- How you're taxed: the vast majority of solo entrepreneurs use the simplified regime (regime simplificado), where the tax authority applies a fixed coefficient to your revenue instead of requiring full bookkeeping.
Online or in person
The Portal das Finanças lets you open activity entirely online. You'll need your NIF and portal credentials. The form walks you through each choice, CAE, VAT regime, expected annual revenue, start date.
If you're new to Portugal or unsure about the options, visiting a Finanças office in person is a valid alternative. Bring your NIF, ID, and proof of address. The staff can guide you through the choices, and you walk out registered.
The Social Security clock starts here
If this is your first ever registration as a trabalhador independente, opening activity sets the date you join Social Security: the first day of the 12th month after your start date. Until then you are outside the regime, so you earn without contributing and without filing a quarterly declaration. From that date on, the quarterly declaration reports your earnings and Segurança Social calculates your contributions from it.
It is a deferral, not an exemption, and it happens once. Reopening activity later (see below) puts you back in the regime from the first day of that month, contributing immediately. The exception is a short break: if you closed inside your original 12-month window and reopen within the following year, the count picks up where it stopped.
Closing activity
If you stop freelancing, you close activity through the same portal. This tells the tax authority you're no longer operating and stops future obligations from accumulating. You can reopen later if you return to self-employment, but reopening is a reinício, not a fresh start: Segurança Social contributions resume from the first day of that month, without the deferred enrolment a first-time registration gets.

If this is your first ever registration, your Social Security enrolment is deferred to the first day of the 12th month after your start date, so until then there are no contributions and no quarterly declarations. Keep track of your income anyway, because the quarterly declarations begin as soon as you are enrolled.
