Simplified Regime Coefficient
Last updated:
The multiplier that determines how much of your gross income is taxable under the IRS simplified regime. The rest is treated as deemed business costs, and the multiplier depends on the type of activity.
The simplified regime's central mechanic is the coefficient. It's the number that decides how much of your gross income actually gets taxed.
Why coefficients exist
The simplified regime is designed for solo entrepreneurs who don't want to run full accounts. Instead of declaring actual costs, rent, equipment, software subscriptions, client entertainment, the regime assumes a fixed percentage of your revenue covers business costs. That assumed cost is built into the coefficient.
For professional services, the coefficient is 0,75. This means AT treats 75% of your gross income as the taxable base. The rest is presumed to be business costs.
You don't claim it separately: you declare your gross income, and the coefficient is applied to it.
Coefficients by activity type
| Activity | Coefficient | Taxable % |
|---|---|---|
| Professional services specifically listed in the Art. 151 table | 0,75 | 75% |
| Other services (not specifically listed in Art. 151, catch-all 1519 included) | 0,35 | 35% |
| Goods sales | 0,15 | 15% |
| Local accommodation (alojamento local) in a house or apartment, outside a containment zone | 0,35 | 35% |
| Intellectual property / crypto mining | 0,95 | 95% |
Local accommodation has other coefficients too (hotel-type, or inside a containment zone). The simplified regime coefficients page has the full table.
The Art. 151 table itself sits in Portaria 1011/2001, Anexo I, not in the article. It names many professions, among them architects (1001), engineers (1003), accountants (4013), lawyers (6010), general practitioners (7014), systems analysts (1313), consultants (1320), computer programmers (1332), advertising professionals (publicitários, 1333), translators (1334) and designers (1336). What decides your coefficient is the activity you actually perform, so if it matches a listed designation, the services coefficient applies.
The other-services coefficient taxes a smaller share of gross, but it is not a choice: it applies only to services the table does not specifically list.
The part that needs proof
The deemed costs are not entirely free. On the two services coefficients, 15% of your gross services income has to be covered by documented expenses, your Social Security contributions, or the automatic specific deduction (dedução específica). Any shortfall is added back to your taxable income. The expense proof rule page has the mechanics and the numbers.
Social Security contributions above 10% of your gross services income are deducted separately, after the coefficient. Contributions up to that share only count toward the proof. You declare the contributions you actually paid in Anexo B, Quadro 17A (campo 17001).
The first-year discount
In the first two tax years of activity, the services coefficients are cut. A tax year is the calendar year, not your first 12 months:
- Year 1 (the calendar year you start): the coefficient is cut by 50% (for listed Art. 151 services: 37.5% taxable instead of 75%)
- Year 2: the coefficient is cut by 25% (56.25% instead of 75%)
- Year 3+: Standard coefficient
Goods sales get no reduction. Each year is tested on its own: you lose that year's cut if you also have employment or pension income (Category A or H) in that year. And you get neither cut if you closed any activity (cessação de atividade) in the previous five years, whatever that activity was.
Checking your coefficient
Your registered activity code (Código CIRS or CAE) is visible in your activity details on the Portal das Finanças. The code is evidence, not the final word: the coefficient follows the activity you actually perform, and you declare your income in the matching field of Anexo B. Descodify's tax calculator can estimate your liability before you log in.
Perguntas frequentes
What is the simplified regime coefficient?
The coefficient is a multiplier applied to your gross income to determine your taxable income under the simplified regime. Instead of deducting actual business expenses, the system applies a fixed deemed-cost coefficient. For professional services specifically listed in the Art. 151 table (the most common freelancer situation), the coefficient is 0,75, meaning 75% of your gross income is taxable.
What coefficient applies to my freelance services?
Freelancers whose activity (consulting, IT, design, legal, medical, engineering and many more) is specifically listed in the Art. 151 table, which sits in Portaria 1011/2001, Anexo I, fall under the 0,75 coefficient. If your services aren't specifically listed (the table's catch-all code 1519 included), the 0,35 coefficient applies instead, meaning only 35% of gross is taxable. It is not a choice: the activity you actually perform decides which one applies.
How does the coefficient affect my actual tax bill?
The coefficient reduces your taxable base before IRS rates apply, so progressive rates apply to a fraction of your gross, not all of it. Two adjustments follow. On the services coefficients, 15% of gross has to be covered by documented expenses, Social Security contributions or the specific deduction, or the shortfall is added back. And Social Security contributions above 10% of gross are deducted after the coefficient. The expense proof rule facts page works through the numbers.
Do I choose my coefficient, or does AT decide?
Neither, exactly. The coefficient follows the activity you actually perform. You declare your income in the Anexo B field that matches that activity, and AT can check the substance against your registration and invoices. If you do mixed activities (some Art. 151 services, some goods sales), different coefficients apply to different income streams, and the calculation can get more complex.
Is there a first-year discount on the coefficient?
Yes, for services, in the calendar year you start and the one after. The coefficient is cut by 50% in year one, so only 37.5% of listed Art. 151 services income is taxable instead of 75%, and by 25% in year two (56.25%). Goods sales get no reduction. Each year is tested separately: employment or pension income (Category A or H) in a year loses that year's cut. If you closed any activity (cessação de atividade) in the previous five years, you get neither.
